The Hartford Police Union is the largest independent municipal Police Union in the State of Connecticut and one of the most well-respected labor organizations in the entire country. We are proud to serve over 440 Police Officers, Detectives, Sergeants, Lieutenants, Captains, Animal Control Officers, and Civilian Detention Officers in our great city.
As the exclusive bargaining agent for these individuals, we assume the responsibility of negotiating their conditions and benefits of employment as well as maintaining their employment rights. The Hartford Police Union has been providing this representation since 1968.
The Hartford Police Union is administered by a Union Executive Board consisting of a President, Vice-President, Treasurer and Secretary. The individuals serving in these positions are elected by a vote of the membership every three years. The Union President holds the responsibility for the daily operation of the Union which includes the supervision of staff and professional services.
The Union office is located at 20-28 Sargeant Street in the City of Hartford. The Union membership donates hundreds of hours and thousands of dollars to the community we serve annually.

Officer Anthony Rinaldi, President
Officer Anthony Rinaldi was Chief Steward of the Hartford Police Union from 2018-2020 and was elected president of the Union in January 2020. He joined the Hartford Police Department in 2004. A native of Waterbury, Connecticut, Officer Rinaldi is a Certified Field Training Officer.
Officer Joseph Sherbo, Vice President
Officer Joseph Sherbo has been the Vice President of the Hartford Police Union since 2017. He joined the Hartford Police Department in 2003 and has been the West End Community Service Officer since 2010. Officer Sherbo started the West End Senior Day Picnic and is also a valued member of the Hostage Negotiation Team.
Detective Christopher Reeder, Treasurer
Detective Chris Reeder has been the the Treasurer of the Hartford Police Union since 2017. He joined the Hartford Police Department in 2005. Detective Reeder is a graduate of the University of Southern Maine with a B.A. in Economics.
Detective Nick Trigila, Secretary
Detective Nick Trigila has been the Secretary of the Hartford Police Union since 2018. He joined the Hartford Police Department in 2007 and has been the City Employee Representative on the Pension Commission since 2014. He grew up in Hartford and is a graduate of Bulkeley High School. Detective Trigila holds a B.A. from the University of Connecticut in Political Science, an M.A. in Italian from the University of Connecticut and an M.A. in Public Policy (2017) from Trinity College.
Paula Butler, Confidential Secretary
Paula Butler has been employed by the Hartford Police Union for the past sixteen years. She retired as an administrative assistant from the Hartford Police Department where she served for 20 years. She brings a wealth of internal knowledge and understanding of the Police Department’s operations and familiarity with our membership.
Consultant Gary Dumas
Retired Sergeant Gary Dumas began working for the Hartford Police Department in 1974, serving as Vice President of the Hartford Police Union from 1990-1994. Upon retirement from the Department in 1998, he began consulting for the Hartford Police Union, which he remains doing today. Gary has immense knowledge of the collective bargaining process between the City and the Union. He has been extremely successful representing the membership during grievance procedures and currently trains new stewards.
Attorney Marshall Segar
Marshall Segar has been the Union Attorney since 2017. A retired Deputy Chief from the New London Police Department, Attorney Segar is also a United States Army Veteran who served in Operation Desert Storm. In addition to representing the Hartford Police Union, he also represents numerous large city police unions including New Haven and Waterbury, along with the New Haven Fire Union. Attorney Segar is also an instructor for legal matters dealing with HIPPA, FERPA and other state and local regulatory provisions concerning children and mental health.
Attorney Michael Georgetti, Use of Force Consultant
Attorney Michael Georgetti provides use of force consultation for union members immediately following incidents in which they have been involved in the use of deadly force. Attorney Georgetti maintains a private practice in Hartford, Connecticut where he has practiced for over 35 years.
Harvey & Horwitz Certified Public Accountants
For over twenty years the Union has retained the services of Harvey & Horwitz for the filing and review of all financial documents relative to the Union operation. Their review includes the analysis of Union expenditures, financial statements and tax disclosures.
